On of the most common questions that seems to pop up here is support relating to ATI Laptop video cards.
Driver updates solve a lot of common issues relating to video games and windower. However since ATI does not support Mobility Chips directly, and most vendors are slow to release (if ever) new laptop drivers, this is to show you how to update the drivers yourself.
» Step One
Remove the old ATI Software. You can do this by following the guide here:
http://support.ati.com/ics/support/default.asp?deptID=894&task=knowledge&questionID=20561
If you don't have the ATI Uninstall Utility listed, you can manually choose the ATI software listed and remove them all.
Once you have removed them all you should reboot.
» Step Two
Download the newest ATI Catalyst driver. Since ati doesn't support the Mobility chipset directly you need to pick the closest match in the desktop series. (ie You have a mobility 1600, pick the X1600). Download the newest driver here: http://ati.amd.com/support/driver.html
Now you need to get the Mobility Modder. It will modify the ATI drivers to support the mobility chipset's. While it's not an official driver anymore ATI helps in it's development/testing unofficially.. You can get that here:

» Step Three
Follow the instructions listed on the page at:
http://www.driverheaven.net/modtool/
This will walk you through the process of Extracting, modding and installing the new driver.
Congratulations you are now running the latest ATI drivers. Hopefully this will clear up a lot of the issues you were/are having.
One a side note, I have done this dozens of times and so have many other other, but if for some reason this doesn't work for you don't blame us. Although we will certainly try to help you with what went wrong.
